The book presents the mechanism of development of municipal economy on the basis of public goods theory. The characteristic and mechanism of the housing and communal service accordance in the planned and market economy are investigated.  The book represents the foreign experience organization of market sector of communal public goods.  An evolution of forming of the Russian communal goods sector in the pre-reform period is presented. An evaluation of modern stages of housing and communal services reform is given. Scales and characteristics of Russian Far-Eastern regions communal sector development is analyzed.
